Anthony S. (“Tony”) Corbett devotes his legal practice to local government, public finance, administrative and utility law, with a particular emphasis on the representation of municipal utility districts, water control and improvement districts and other types of special districts, water supply corporations and other public and private water, wastewater and drainage utility service providers.

As general counsel to numerous special districts and water supply corporations, Tony performs all legal work associated with these entities’ creation, elections, contract negotiations, utility service extensions, open meetings and open records compliance, TCEQ regulatory compliance, permit proceedings, rate proceedings, and real estate acquisitions and divestitures.

Tony serves as bond counsel to various public and private issuers of debt for purposes of financing the construction and operation of public infrastructure to serve land development projects throughout the State of Texas, including water production and distribution facilities, wastewater treatment facilities, sanitary sewer collection facilities, storm drainage facilities, roads, recreational facilities and other improvements.

Tony represents applicants in contested case hearings before the Texas Commission on Environmental Quality (TCEQ) and the Public Utility Commission of Texas (PUC) in permit and administrative proceedings, including CCN disputes, waste disposal permit proceedings, rate applications, water rights matters and enforcement proceedings.

He also represents public and private entities in connection with utility system expansion, and service extension contracts required for the development of real property.
